RB, I'd be interested to hear more precisely why you see this as a poor choice of words.
Is it because security should be prioritised before conflict?
Is it because you disagree there is a tradeoff between security and growth?
Is it just they mangled the syntax and used lots of big words?
Just the mangled syntax.
Security is necessary for development, but achieving security is at the cost of development???
